Mumbai Metropolitan Region Development Authority (MMRDA) has signed an agreement with Singapore’s Surbana Jurong Infrastructure Ltd. to develop the Master Plan for Mumbai 3.0 within 30 weeks, and Raigad-Pen Growth Centre Limited (RPGCL) has signed with Mapletree to develop a 100-acre mixed-use project.

The agreement consists of an Inception Plan, Existing Situation Analysis, Vision Plan, Draft Concept Land Use Plan, stakeholder consultations and Final Concept Plan to examine existing land use, road and mobility networks, demographics, socio-economic conditions, utilities, environmental features and public amenities before developing the long-term spatial and economic framework for the new city.

Mapletree will invest capital and working capital required for the project with the expectation of bringing more than $1.1 billion in Foreign Direct Investment (FDI) into the Raigad-Pen Growth Centre.

Mr. Fadnavis called the partnership “path-breaking”, saying, “It will help accelerate the development of third Mumbai. I believe the next phase of India’s growth will come from 3rd Mumbai to 4th Mumbai. Mumbai Metropolitan Region is one of the country’s most promising urban spaces, and NITI Aayog has also recognised its potential to become a $1.5 trillion economy.

MMRDA Commissioner Dr. Sanjay Mukherjee and Avinash Mishra, Chief Executive, South Asia, Surbana Jurong, signed the agreement in the presence of Chief Minister Devendra Fadnavis.

MMRDA called it an “engagement” that will bring the urban-planning legacy and international expertise of Singapore, which is known for its own planned urbanisation, housing and industrial development.

Third Mumbai is a project that spreads across approximately 323.44 sq. km, covering 124 villages across Panvel, Uran and Pen talukas of Raigad district as notified on October 15 2024 under the Maharashtra Regional and Town Planning Act, 1966, with MMRDA designated as the New Town Development Authority (NTDA).

Third Mumbai is planned within the influence area of Atal Setu and in proximity to the Navi Mumbai International Airport and Jawaharlal Nehru Port. The MoU for the project was initiated during the World Economic Forum at Davos in January 2026. On June 4, the state government approved the appointment of Surbana Jurong on a Government-to-Government (G2G) basis.

The project has received flak from the residents of Panvel, Uran and Pen talukas of Raigad district, whose land is likely to be acquired, over the compensation issues. The residents have been demanding to let them keep the ownership of the land and then let the development happen.

**Contents of agreement **

MMRDA aims to complete the planning exercise in 30 weeks from the date of commencement. Followed by approvals from MMRDA. To break down the 30 weeks, the first four weeks will be spent making the Inception Report; from the 10th Existing Situation Report will be prepared; from the 16th week onward Vision Document will be prepared, from 24th week Draft Concept Land Use Plan will be prepared, in 26th week the preparation of Stakeholder Interaction Report will started and the Final Concept Plan will be set in last four weeks.

The Draft Concept Plan will integrate three critical components, including Concept Structure Plan: defining broad land-use patterns, Concept Mobility Plan: addressing regional and intra-city connectivity, and Concept Infrastructure Plan: covering water supply and sewerage.

According to MMRDA, the Vision Document will define Mumbai 3.0’s economic positioning, growth strategy, investment themes, catalytic projects and place-making principles, with the objective of developing the new town as a globally competitive, sustainable and economically vibrant urban centre.

Dr. Sanjay Mukherjee said, “We have brought global planning expertise through Surbana Jurong to translate this vision into a well-connected, sustainable and investment-ready city.”
