ILOILO CITY — At least 75 passengers, truck drivers and cargo helpers were stranded at htree ports in Western Visayas on Saturday afternoon as rough sea conditions brought by the southwest monsoon or “habagat” disrupted maritime travel. The Philippine Coast Guard (PCG), in a maritime safety advisory, said 50 rolling cargoes were also stranded while three vessels sought shelter because of unfavorable weather and sea conditions.
