According to the UN Security Council Secretariat, which told Ukrinform, the meeting will be organized by Latvia and the United Kingdom with the participation of a Ukrainian delegation.

The speakers are expected to include UN Assistant Secretary-General for Human Rights Claudia Fuentes Julio; Crimean Tatar human rights activist Leniie Umerova; Junior Sergeant of the Armed Forces of Ukraine Juan Alberto Leyva García, who defended Mariupol in 2022 and spent more than three years in Russian captivity; Ukrainian lawyer and legal expert at the Coordination Headquarters for the Treatment of Prisoners of War Oleh Hushchyn; and British-Turkish-Iranian documentary filmmaker Sheida Kiran.

The meeting will focus on the treatment of Ukrainian prisoners of war and civilian detainees in Russian captivity, violations of international humanitarian law and international human rights law, as well as the recruitment of foreign nationals into the Russian armed forces.

The meeting will begin at 10:00 ET (17:00 Kyiv time).

The Arria formula is an informal format of UN Security Council meetings established in 1992 by Venezuelan diplomat Diego Arria. It allows Security Council members to engage in frank discussions outside the formal protocol, involving officials, experts and witnesses to address urgent crises and human rights issues.

As Ukrinform reported, Denmark's Permanent Representative to the UN, Christina Markus Lassen, said that Denmark, which holds the presidency of the UN Security Council in August, would seek an immediate and unconditional ceasefire in Ukraine and keep Russia's aggression at the center of the Council's attention.
