MANILA, Philippines — The Philippine National Police (PNP) mobilized additional personnel and resources to flood-hit communities, ramping up rescue operations as torrential rains brought by the southwest monsoon, or “habagat,” forced residents in vulnerable areas to evacuate. “We made available as many personnel and resources for evacuation and other disaster response,” said PNP chief Gen.
