CEBU CITY, Philippines — A 17-year-old boy drowned as 55 passengers were stranded in various ports, with the southwest monsoon, or “habagat,” bringing rough seas and huge waves to Cebu on Monday. The victim, a resident of Cebu’s Minglanilla town, was swimming with two other minors at a resort in Barangay Tungkop on Sunday when huge waves swept them away, said Mayor Lheslen Abella-Enad. Two of the minors were rescued and remained conscious. The 17-year-old was recovered unconscious and rushed to Minglanilla District Hospital, where he later died.
