CALAPAN CITY, Oriental Mindoro — Environmental advocates have urged the government to immediately establish a constitutionally sound vessel monitoring system for commercial fishing after the Supreme Court declared Fisheries Administrative Order (FAO) No. 266 unconstitutional.
