SAN ILDEFONSO, Ilocos Sur— Twelve Sangguniang Kabataan officials from Paoay town in Ilocos Norte have safely returned home on Monday after being stranded in Nueva Era town by rising river waters and damaged roads from a weekend of heavy rains.
