CITY OF SAN FERNANDO, Pampanga — Days of heavy rains and high tide unleashed floods in 296 barangays — or more than half of 505 villages — in 17 Pampanga towns and this city, the Provincial Disaster Risk Reduction and Management Council said in a report. It said the affected population in 346 villages reached 238,127 families (comprised of 750,592 individuals). Local governments operated 92 evacuation centers that sheltered 1,418 families (5,353 people).
