Rotational brownouts possible in parts of Metro Cebu on Aug. 15

MANDAUE CITY, Cebu — Rotational brownouts may again be implemented in parts of Metro Cebu after the Visayas grid was placed under red alert from 5 p.m. to 8 p.m. on Saturday, August 15, indicating insufficient power supply.

In an advisory released at 1 p.m., the National Grid Corporation of the Philippines (NGCP) said available capacity stood at only 2,350 megawatts, while peak demand could reach 2,475 megawatts.

NGCP attributed the shortage to the unavailability of the Visayas’ large coal-fired power plants, TVI 1 and TVI 2; increases in the forecasted system demand in the Visayas by 62 MW, 138 MW, and 100 MW from 6 p.m. to 8 p.m.; and limited power imports from the Mindanao grid.

Four plants have been on forced outage since August, one since July, three since June, seven since May, one since March, three since 2025, two since 2024, two since 2023, and one since 2021.

Meanwhile, 15 plants are operating at derated capacities, resulting in a total of 806.4 MW of unavailable capacity in the grid.

Cebu brownout schedules for August 15

While Visayas grid is on a red alert status, Visayan Electric warned of possible rotational brownouts in the following areas:

1 p.m. to 2 p.m.

  • Portion of Consolacion: Calero, Cansaga, Jugan, Lamac, Pitogo, Poblacion Occidental, Poblacion Oriental, San Vicente, Tayud, and Tilhaong
  • Portion of Liloan: Catarman, Pepito, San Roque, Tayud, and Yati

2 p.m. to 3 p.m.

  • Portion of Mandaue City: Basak, Centro, Jagobiao, Labogon, Paknaan, and Tabok
  • Portion of Consolacion: Poblacion Oriental

3 p.m. to 4 p.m.

  • Portion of Cebu City: Basak, Basak Pardo, Basak San Nicolas, Buhisan, Bulacao, Kinasang-an Pardo, Pardo, Poblacion Pardo, Punta Princesa, Quiot, and San Roque

4 p.m. to 5 p.m.

  • Portion of Cebu City: Kasambagan and Mabolo
  • Portion of Mandaue City: Banilad, Subangdaku, and Tipolo

5 p.m. to 6 p.m.

  • Portion of Cebu City: Day-as, Kalubihan, Kamagayan, Pahina Central, Pari-an, Sambag 1, Sto. Niño, and T. Padilla

6 p.m. to 7 p.m.

  • Portion of Cebu City: Apas, Kasambagan, and Lahug

7 p.m. to 8 p.m.

  • Portion of Mandaue City: Banilad

“Please note that schedules may change depending on actual grid conditions and further directives from NGCP,” Visayan Electric said.
