DAGUPAN CITY — The Department of Social Welfare and Development (DSWD) extended assistance to residents of two flood-stricken island barangays in this city despite intermittent heavy rains that made the areas difficult to reach. Many residents of Lomboy and Salapingao depend on fishing for their livelihood but have been unable to go to sea for several days because of inclement weather.
