This is stated in a report by the Institute for the Study of War (ISW), as reported by Ukrinform.

Experts at the Institute noted that on August 14, Russian Foreign Minister Sergey Lavrov emphasized that Russia is not prepared to agree to a ceasefire that would freeze the current front line, and once again confirmed Russia’s intention to continue the war in Ukraine until it achieves a “long-term, reliable, and sustainable” settlement on its own terms.

In addition, on August 12, during a meeting with the expert council of the “United Russia” party, Dmitry Medvedev, Deputy Chairman of the Russian Security Council, stated that Russia would suspend or end the war in Ukraine “exclusively” on its own terms, indirectly referring to Russia’s maximalist military objectives, which consist of Ukraine’s complete surrender.

“The Kremlin appears to be reinforcing its categorical rejection of the concept of negotiations in order to rally the Russian public behind a pro-military platform ahead of the State Duma elections on September 18–20, 2026,” analysts believe.

The ISW emphasized that the Kremlin’s consistent rejection of all of Ukraine’s proposals for a ceasefire and peace agreement demonstrates Russia’s unwavering unwillingness to end the war on any terms that do not meet its maximalist demands.

Experts at the Institute also noted that Ukrainian President Volodymyr Zelensky has repeatedly reaffirmed his commitment to peace talks and his willingness to make significant compromises to end the war, despite Russia’s attempts to falsely portray Ukraine as the party taking an uncompromising stance in peace efforts.

As reported by Ukrinform, President Volodymyr Zelensky stated that Ukraine is ready for all formats of meetings in the negotiations and expects the U.S. side to be active in August.
