The General Staff of the Armed Forces of Ukraine reported this on Telegram, according to Ukrinform.

“On the night of August 16, 2026, units of the Ukrainian Defense Forces struck a key facility of the enemy’s military-industrial complex—the ‘Kamensky Plant’ in Kamensk-Shakhtinsky, Rostov Oblast, Russian Federation,” the statement reads.

According to the General Staff, a fire was reported on the facility’s grounds. The extent of the damage and the results of the strike are being assessed.

Military officials note that the “Kamensky Plant,” a facility of the Russian defense-industrial complex, produces solid rocket propellant for the “Uragan,” “Smerch,” and “Tornado-S” multiple launch rocket systems, as well as for a number of missile systems and airborne weapons. The products of this enterprise are directly used to meet the needs of the Russian Armed Forces.

The General Staff also reported that, based on an analysis of additional data, it has been confirmed that operations at Zapsibneftekhim LLC in Tobolsk, Tyumen Oblast, have been halted following the strike on August 10 against Central Gas Fractionation Unit No. 1.

Zapsibneftekhim LLC is one of the largest petrochemical complexes in the Russian Federation, processing hydrocarbon feedstock and producing polymers and other petrochemical products. The facility is of vital importance to the Russian Federation’s petrochemical industry and to meeting the needs of its military-industrial complex.

In addition, it has been confirmed that on August 11, a hydrocracking unit, the ELOU-AVT-3 and ELOU-AVT-6 primary oil refining units, ELOU-AT, and the 22-4M5 secondary distillation unit for light petroleum fractions at PJSC “Orsknefteorgsintez” in Orsk, Orenburg Oblast, on August 11. This is a major Russian oil refinery that processes crude oil and produces gasoline, diesel, jet fuel, fuel oil, and other products. The refinery’s products are used to meet the needs of the Russian Armed Forces and the Russian military-industrial complex.

“Operations against key Russian military and military-industrial targets are ongoing. More to come!” the General Staff of the Armed Forces of Ukraine emphasized.

As reported by Ukrinform, on the night of August 15–16, forces and assets of the Ukrainian Navy struck the launch positions and deployment sites of the Russian “Bastion” coastal missile system in the temporarily occupied Crimea.
