The head of Ukrainian diplomacy emphasized that the latest report by the Office of the UN High Commissioner for Human Rights—which documented that at least 437 civilians were killed and another 2,610 wounded in Ukraine in July as a result of Russian terror—must attract the world’s utmost attention.

“Behind this rise in civilian casualties lies one name: Russia. Unable to achieve any of its objectives on the battlefield, Moscow is intensifying its missile, drone, and bombing attacks across Ukraine, bringing ever more death and destruction to our cities… That is precisely why the record number of civilian deaths and injuries cannot be met with just another expression of concern. This must be followed by action,” Sybiha emphasized.

In particular, he said, this must include tightening sanctions against Russia, strengthening Ukraine’s air defense, putting pressure on the aggressor, and ensuring that Russia faces accountability it cannot escape.

“Putin must understand that killing more Ukrainians will not improve Russia’s situation on the battlefield or strengthen its position at the negotiating table or anywhere else. It will only increase the price Russia is paying for this war,” the foreign minister noted.

As reported by Ukrinform, according to UN data, at least 437 civilians were killed in Ukraine in July, and another 2,610 were wounded; Kyiv was one of the hardest-hit cities. This is the highest number of civilian casualties in a single month since 2022.
