Chief Minister N. Chandrababu Naidu on Thursday virtually launched the Mee Bhoomi - Blockchain pilot project which is intended to protect land records, and targeted to be expanded throughout the State from November. Under the project, a unique digital ID will be assigned to every land parcel which makes the records tamper-proof and the transactions secure.

On the occasion, Mr. Naidu said the government was striving to provide a permanent solution to land issues by cleaning up the records and transform Andhra Pradesh into a land litigation-free State. He noted that land litigations were fewer in number compared to Telangana and the menace of double registrations and other types of fraud ought to be fully curbed. The blockchain technology was introduced keeping that goal in mind.

Conflicts over land have increased during 2019-24 period due to the YSRCP government’s policies and lands were arbitrarily placed in the list of prohibited lands under Section 22-A with political motives, he observed.

The Chief Minister said the coalition government was conducting a State-wide survey to ‘cleanse the records’ and issue pattadar passbooks with official stamps. The blockchain technology would bring Revenue, Survey, and Registration Departments onto a single platform and transactions could be done without any hassles.

Mr. Naidu advised that any shortcomings in the new system should be studied over the next two months in order to remove the flaws. A complaint cell should be set up for this purpose, he added.

Chief Secretary G. Sai Prasad and Revenue Department officials explained the features and uniqueness of the blockchain technology and its efficacy in secure maintenance of land records. They informed the Chief Minister that the National Informatics Centre, A.P. and the Centre of Excellence in Blockchain Technology at NIC-Bengaluru have jointly developed the Mee Bhoomi - Blockchain system using hyperledger fabric technology.

The pilot project was being implemented in one mandal each in Kurnool, Chittoor, Bapatla, Krishna, East Godavari, Parvathipuram Manyam and Vizianagaram districts covering 1,37,763 land parcel maps across 89 resurveyed villages.

Revenue Minister Anagani Satya Prasad and other senior officials of the departments concerned took part.
