Education and Science Minister Andrii Butenko said this during the ministry’s “Serpneva-2026” education conference, an Ukrinform correspondent reports.

“We are currently in the admissions campaign, and we are not seeing any extraordinary surge in the number of people aged 25 and over. Are there people aged 25+ who have applied for bachelor’s, master’s or PhD programs? Yes, there are. But all of them have taken the National Multisubject Test (NMT), meet the relevant admission criteria and are enrolling in accordance with current legislation,” Butenko said.

He added that the Education Ministry would strengthen oversight to ensure that people aged 25 and over actually attend their studies. In particular, the State Education Quality Service will carry out the monitoring.

“The State Education Quality Service has the relevant mandate to ensure that this is genuine education, rather than fictitious enrollment intended to obtain certain benefits,” Butenko said.

As reported, in 2025, 30,000 students aged 25 and over were expelled from universities after using enrollment as a way to obtain a deferment from mobilization.
