Microsoft and Amazon announced new cloud gaming strategies on the same day, each acknowledging in different ways that the category has not reached the audience they expected. Xbox will test ad-supported game streaming, letting users in its Insider Programme stream games they already own for free with a one-hour session limit and advertising. Amazon is moving Luna into Prime Video, adding a “Games” tab alongside Movies, TV Shows, and Sports for all Prime subscribers.

Xbox’s approach borrows from Netflix’s playbook. Netflix’s ad-supported tier picked up tens of millions of users by lowering the price barrier. Xbox is applying the same logic to cloud gaming: if people will not pay for a streaming subscription, maybe they will watch an ad to play a game they already bought. The company has not created an ad-supported Game Pass tier, but this test moves in that direction. Xbox CEO Asha Sharma, who replaced Phil Spencer in February, has cut subscription prices, announced a next-generation console for 2027, and this month laid off 20% of the division’s workforce.

Amazon’s pivot is simpler: Luna was invisible, so Amazon is putting it where people already are. The service had “millions” of users across 14 countries but suffered from an awareness gap. Gaming head Jeff Gattis told CNBC the company is not trying to compete with PlayStation, Xbox, or Steam. “Gamers are well-served, if not overserved,” he said. Amazon is targeting casual players who want to try Harry Potter or Tomb Raider without buying a console. Google tried the same bet with Stadia and shut it down in 2023.

Cloud gaming’s fundamental problem remains latency. No amount of business model innovation changes the physics of streaming interactive content over inconsistent internet connections. Google rebuilt Search around AI after admitting its old approach was not working, and both Xbox and Amazon are making similar admissions about cloud gaming by abandoning their original strategies. Users moved to alternatives when Google changed too aggressively, and the risk for Xbox is that ads in game streaming trigger the same backlash that forced EA and Take-Two to remove in-game advertising after player outrage.
