The Astra Telegram channel reported this, according to Ukrinform.
Explosions were heard in the city and an air-raid warning was issued. Local residents reported seeing smoke, which, according to OSINT analysis, was rising over the Lukoil-Permnefteorgsintez refinery.
The Ministry of Territorial Security of the Perm Region and the Emergencies Ministry had earlier issued warnings about a drone threat.
Regional authorities have not commented on the incident.
At 6:00 local time, Russia’s Federal Air Transport Agency (Rosaviatsia) announced “temporary restrictions on the reception and departure of aircraft” at Perm airport, citing flight safety concerns.
Lukoil-Permnefteorgsintez is one of Russia’s largest oil refineries, located in Perm. The facility processes more than 13 million tons of crude oil annually, producing, among other things, high-quality gasoline, diesel fuel, jet fuel and lubricants. The refinery is a key industrial facility in the region and one of the most technologically advanced in Russia, supplying fuel to the domestic market and for export.

Meanwhile, Russia’s Defense Ministry claimed that 325 drones had allegedly been destroyed or intercepted overnight, according to the Russian service of the BBC.
The ministry claimed that drones had been shot down over the Astrakhan, Belgorod, Bryansk, Volgograd, Voronezh, Kaluga, Kursk, Oryol, Rostov, Ryazan and Tula regions, the Moscow region, temporarily occupied Crimea, the Udmurt Republic, Krasnodar and Perm territories, as well as over the waters of the Sea of Azov and the Black Sea.
As reported by Ukrinform, Ukrainian Defense Forces units struck the Taneco oil refinery in Russia’s Republic of Tatarstan and the Tamanneftegaz oil terminal in Krasnodar Krai on August 19 and overnight on August 20.
