Typhoon Tino cash aid in Cebu City on July 30: Who can claim, how
CEBU CITY, Philippines — Nearly nine months after Typhoon Tino devastated Cebu, the city government will begin distributing financial assistance on Thursday, July 30, to more than 41,000 affected households, with payouts continuing through Aug. 7 for qualified beneficiaries whose homes sustained total or partial damage during the storm.
Typhoon Tino (international name: Kalmaegi) battered Cebu on Nov. 4, 2025, triggering what authorities described as the province’s worst flash flooding on record after dumping 428 millimeters of rain within 24 hours. The disaster claimed 150 lives in Cebu and displaced more than 100,000 residents.
The financial assistance forms part of the government’s recovery program for families affected by Typhoon Tino, nearly nine months after the storm devastated the city and three months before its first anniversary.
Here is what beneficiaries need to know about who qualifies, how much they will receive, where to claim the assistance, and the documentary requirements for the payout.
Who will receive the assistance?
A total of 41,343 residents across Cebu City have been identified as beneficiaries of the Department of Social Welfare Services (DSWS) financial assistance program. To check if their names are on the list, residents may visit their respective barangay halls.
Of the total, 1,766 households whose homes suffered total damage will receive P5,000 each, while 39,577 households whose houses sustained partial damage or flooding will receive P2,500 each.
When will the payout happen?
The city will distribute the financial assistance from July 30 to Aug. 7, 2026, from 8 a.m. to 3 p.m., except Sundays.
The payout will follow two phases:
July 30 to Aug. 1 – Distribution in barangays
Aug. 3 to Aug. 7 – Distribution at the City Treasurer’s Office (CTO) for beneficiaries who fail to claim their assistance during the barangay schedule.
Where to claim the assistance?
From July 30 to Aug. 1, beneficiaries may claim their financial assistance at designated barangay gymnasiums, multi-purpose complexes, or barangay halls assigned to their respective barangays.
Those who miss their scheduled barangay payout may proceed to the City Treasurer’s Office during the Aug. 3 to 7 distribution period.
What documents to bring?
Beneficiaries must personally appear during the distribution and present one valid government-issued identification card together with two photocopies of the same ID.
Each photocopy must contain three specimen signatures.
The city will accept the following identification cards:
- PhilSys ID
- Unified Multi-Purpose ID (UMID)
- Driver’s License
- Professional Regulation Commission (PRC) ID
- PhilHealth ID
- Postal ID
- Passport
- Valid National Bureau of Investigation (NBI) Clearance
Beneficiaries whose address on their identification card differs from the address reflected in the official payroll may also need to present a Certificate of Residency.
Can someone else claim the assistance?
No.
The city requires beneficiaries to personally receive the financial assistance.
However, the guidelines provide exceptions under special circumstances.
The city will conduct house-to-house distribution for bedridden beneficiaries, while separate procedures will apply to hospitalized and deceased beneficiaries to allow qualified families to receive the assistance.
Which offices will distribute the cash aid?
The City Treasurer’s Office, through its Cash Disbursement Division, and the Department of Social Welfare Services, together with designated sub-disbursing officers from other city departments, will jointly oversee the distribution.
The guidelines require designated personnel to account for all cash, payrolls, accomplishment reports, and other accountability documents after every day’s payout.
Reminder from City Hall
Mayor Nestor Archival urged beneficiaries to prepare all documentary requirements before their scheduled payout to help ensure an orderly and transparent distribution.
City Hall also advised recipients to observe health and safety measures during the payout by practicing proper hygiene and bringing their own pen when signing payroll documents.
The Department of Social Welfare Services said beneficiaries should also follow the schedule assigned to their respective barangays to avoid delays during the distribution.
