BAGUIO CITY — The Supreme Court has stopped a 2013 order by the Court of Appeals for Mountain Province capital town, Bontoc, to extract buried garbage near a prominent river, ruling that the waste should not be removed without first determining whether excavation is technically sound and feasible.
