US Embassy, Zamboanga del Sur ink pact for anti-terrorism hub

PAGADIAN CITY, Zamboanga del Sur – The United States sealed a partnership with the Zamboanga del Sur provincial government on Wednesday for the establishment of an anti-terrorism hub in this city.

The establishment of an anti-terrorism training hub for members of the Philippine National Police (PNP) at the Provincial Government Complex (PGC) in Barangay Dao is supported by a $500,000 (about P31 million at current rates) commitment from the United States, according to the Memorandum of Agreement (MOA) signed in a ceremony at the PGC’s Pavillion Hall.

Governor Divina Grace Yu said the collaboration highlights the province’s role in strengthening national security.

“This MOA is not only about facilities, but about equipping our law enforcers with the skills to deter and prevent acts of terrorism. It will enhance security and stability not just in Zamboanga del Sur, but across Mindanao and the entire country,” Yu stressed.

The US Embassy identified the PGC as a strategic site that will serve as a training center, billeting area, firing range, and sports facilities for physical conditioning.

Zamboanga del Sur is one of five areas nationwide chosen for specialized training by US counter terrorism and security experts, with Pagadian City serving as the hub for anti-terrorism courses for PNP personnel across the country.

Daniel Art, acting senior regional security officer of the US Embassy, represented Ambassador Lee Lipton during the ceremony.

“This occasion reflects our shared commitment to partnership and cooperation. As America marks 80 years of diplomatic ties with the Philippines and our nation’s 250th founding anniversary, we are reminded that freedom is safeguarded daily by police officers, the guardians of order in our communities,” Art said, drawing from his own experience as a former US police officer.

He emphasized that the program is “deeply personal,” noting the dangers faced by law enforcers and the importance of bridging the gap between preparedness and peril.

“This investment reflects our confidence in the PNP. A safer, more capable police force means a safer Philippines and a stronger alliance between our nations,” he added.

US mentors

Jameson DeBose, US Embassy spokesperson, announced that the MOA includes a $500,000 commitment to establish permanent training facilities and bring in mentors specializing in counter-terrorism, including explosive ordnance disposal.

“For over two decades, more than 10,000 PNP personnel have been trained under our anti-terrorism systems program. This hub institutionalizes that training, moving from episodic sessions to sustained partnerships,” DeBose explained.

Programs will cover investigation procedures, ordnance disposal, and countering threats to communities.

“This partnership will revolutionize training not only here in the province, but nationally and internationally,” DeBose said.

Governor Yu emphasized that the initiative positions Zamboanga del Sur as a frontline partner in national defense.

“This is a collective effort to ensure peace and security. By hosting these trainings, we contribute to a stronger PNP and a safer Philippines,” she said.

The MOA signing was hailed as a milestone in US-Philippine cooperation, reinforcing “shared values of vigilance, courage, and community protection.” /jpv
