Over the past six decades, Haryana has established itself as one of India’s leading states in agriculture, sports, infrastructure and industrial development. As the State moves towards completing 60 years of its formation, the Government has unveiled a comprehensive and forward-looking initiative aimed at giving a new direction to industrial growth and laying a strong foundation for the economy of the future. The new MSME and Export Promotion Policy, formulated under the leadership of Chief Minister, Sh. Nayab Singh Saini, is the outcome of this vision. Besides infusing fresh momentum into Haryana’s Micro, Small and Medium Enterprises (MSME) sector, the policy marks a significant step towards positioning the State as one of the country’s foremost manufacturing and export hubs.

Prepared to commemorate Haryana’s 60th year of statehood, the policy incorporates 60 new initiatives dedicated to the MSME sector. These initiatives go far beyond conventional incentive schemes. Instead, they seek to strengthen the entire industrial value chain, from investment and financial assistance to technology upgradation, research and innovation, quality enhancement, exports, green manufacturing and skill development, through an integrated and holistic approach. This is why the policy is being viewed as the beginning of a new chapter in Haryana’s industrial journey.

Prime Minister, Sh. Narendra Modi has consistently described manufacturing and the MSME sector as the strongest pillars of India’s economic growth through flagship initiatives such as ‘Aatmanirbhar Bharat’, ‘Make in India’, ‘Startup India’, and ‘Local to Global’.

Carrying this national vision forward, the Haryana Government, under the leadership of Chief Minister Sh. Nayab Singh Saini, has placed special emphasis on creating an ecosystem in which entrepreneurs receive institutional support at every stage, from establishing an enterprise and expanding its operations to accessing global export markets. The new policy is a comprehensive effort to translate this vision into reality.

The policy is not confined to increasing the number of industries alone. It is also designed to make Haryana’s economy more competitive, technology-driven and export-oriented. Over the next five years, it aims to attract more than Rs. 55,000 crore in investment in the MSME manufacturing sector, generate over five lakh new employment opportunities, and double Haryana’s exports in line with the Vision-2047 roadmap. These targets extend beyond economic growth. They form part of a broader strategy to create new opportunities for the State’s youth while preparing its industries to compete successfully in the global marketplace. In an evolving global economy, industrial success is no longer determined solely by production capacity. Technology, quality, innovation, environmental responsibility and access to international markets have become equally critical. Keeping this transformation in view, the Haryana Government has designed the new policy to move beyond conventional industrial incentive programmes and align it with the requirements of the industries of the future. Accordingly, special emphasis has been laid on Artificial Intelligence (AI), smart manufacturing, research and development, quality certification, e-commerce exports, green manufacturing and skill development.

Haryana is now poised to look beyond the domestic market and become an integral part of the global supply chain. The new policy is built around six key pillars, namely financial assistance, infrastructure and ease of doing business, quality and technology upgradation, access to global markets, green and sustainable industrial development and skill development and employment. By integrating all these dimensions into a single framework, the policy seeks to create an enabling industrial ecosystem that will enable Haryana to emerge as one of India’s leading centres of industrial growth in the years ahead.

From Capital Support to Incentives: Empowering Industry, Accelerating Investment

The foremost objective of Haryana’s new MSME and Export Promotion Policy is not merely to facilitate the establishment of new industries, but to create an industrial ecosystem that simplifies every stage of an enterprise’s journey, from setting up a unit to its expansion and access to global markets, simpler and more efficient. Micro, Small and Medium Enterprises (MSMEs) are widely regarded as the backbone of any economy, and the policy has been designed with this fundamental principle at its core. To achieve this, small industries will be provided with a capital subsidy ranging from 15 to 30 per cent. Recognising the growing importance of innovation and start-ups, the Government is establishing a Rs. 200-crore Venture Capital Fund. The fund will provide the necessary financial support to innovation-driven start-ups and emerging MSME enterprises.

To help small industries cope with unforeseen and adverse circumstances, the Haryana MSME Insurance Scheme will be introduced. Under the scheme, assistance of up to 33 per cent of the insurance premium will be provided. Under the Export Credit Interest Subvention Scheme, MSME exporters will receive interest assistance of three per cent, with a maximum benefit of Rs. 10 lakh per annum, thereby reducing the cost of exports. Alongside financial assistance, the Government will also develop world-class industrial infrastructure through the Cluster Plug-and-Play Scheme, under which modern industrial clusters will be established on a minimum area of five acres. The ceiling for Export Freight Assistance has been enhanced to Rs. 30 lakh per industrial unit per year. In addition, a special ‘Export Booster’ grant of Rs. 10 crore will also be provided.

Under the Chief Minister First Exporter Promotion Scheme, eligible enterprises will receive financial assistance of up to Rs. 20 lakh per annum for three consecutive years. To ensure timely approvals and simplify administrative procedures for industries, a Single Window System will be established in every district so that all statutory approvals are granted within the prescribed timelines. Technology, Quality and Global Markets to Drive Haryana’s MSME Growth The global industrial landscape is undergoing rapid transformation. Today, the success of an industry depends not merely on its production capacity, but on its technological capability, innovation, quality standards, environmental responsibility and access to international markets.

Keeping this changing landscape in view, the Haryana Government has accorded special importance to technology upgradation, quality enhancement, global marketing, green industrial development and skill development in the new MSME and Export Promotion Policy, enabling the State’s industries to prepare themselves for the demands of the future. Under the new policy, the MSME Automation Scheme will be introduced. Industries adopting robotics, the Internet of Things (IoT), smart manufacturing and other advanced production technologies will be provided 25 per cent financial assistance on the project cost, ranging from Rs. 50 lakh to Rs. 1 crore.

This support will enable small and medium enterprises to adopt cutting-edge manufacturing technologies, significantly enhancing their productivity, product quality and overall competitiveness. Industries establishing Research and Development (R&D) Centres will be eligible for a financial grant of 50 per cent of the project cost, subject to a maximum of Rs. 5 crore. Similarly, industries setting up their own in-house Artificial Intelligence (AI) laboratories will receive 33 per cent financial assistance. Quality remains the most important foundation for success in global markets. With this objective, the policy provides comprehensive support for industries obtaining quality certifications. Enterprises securing national quality certifications such as BIS, ISO and WHO-GMP will receive financial assistance of up to Rs. 10 lakh per annum, while those obtaining international quality certifications will be eligible for financial assistance of up to Rs. 20 lakh per annum.

Under the new policy, industries exporting through e-commerce platforms will be reimbursed 75 per cent of the platform fee, subject to a maximum of Rs. 2 lakh per annum, for a period of five consecutive years. To expand international business opportunities for the State’s enterprises, the Haryana Government will establish a Virtual Global MSME Portal. With the objective of promoting environmental conservation and energy efficiency, the Government will establish the Haryana Green Investments Fund with an initial corpus of Rs. 100 crore. The fund will promote clean energy, green technologies and environmentally sustainable industrial projects. To encourage industries to adopt renewable energy, a 30 per cent subsidy will be provided for the installation of solar rooftop systems.

Similarly, to ensure industrial development in compliance with environmental standards, industries setting up Effluent Treatment Plants (ETPs) will receive financial assistance of 25 per cent of the project cost, subject to a maximum of Rs. 1 crore. Industries adopting Zero Liquid Discharge (ZLD) systems will also be eligible for financial assistance amounting to 25 per cent of the project cost, up to a maximum of Rs. 5 crore. These provisions will help establish a balance between industrial development and environmental protection.

To promote skill development and employment, industries providing employment opportunities to local youth will receive financial assistance ranging from Rs. 1 lakh to Rs. 1.20 lakh per employee per annum. The New MSME and Export Promotion Policy Will Lay the Industrial Foundation of a Developed Haryana Haryana’s new MSME and Export Promotion Policy is not merely a policy designed to address the industrial requirements of the present. It is a comprehensive vision document, prepared with a clear understanding of the economic opportunities and challenges that lie ahead in the coming years.

Formulated under the leadership of Chief Minister, Sh. Nayab Singh Saini, the policy seeks to create an industrial ecosystem in which investment, innovation, entrepreneurship, employment and exports complement one another and collectively accelerate the State’s overall economic development. The inclusion of 60 new initiatives for the MSME sector to commemorate 60 years of Haryana’s formation is the policy’s most distinctive feature. Through these initiatives, efforts have been made to strengthen the entire industrial value chain—from the establishment of industries to production, quality enhancement, adoption of modern technology, marketing, exports, skill development and green manufacturing. The policy also reinforces the belief that the industrial competitiveness of the future will not be determined solely by production capacity, but by innovation, technological capability, quality and an effective presence in global markets.

Its targets of attracting more than Rs. 55,000 crore in investment, generating over five lakh new employment opportunities, and doubling Haryana’s exports over the next five years clearly reflect both the ambition and the comprehensive scope of the policy. These are not merely numerical targets; rather, they represent clearly defined benchmarks for making the State’s economy stronger, more competitive and self-reliant. As Haryana completes six decades of its formation, the new policy is set to lay a strong foundation for the next phase of the State’s industrial development. Prepared under the leadership of Chief Minister Sh. Nayab Singh Saini, it will play a decisive role in accelerating investment, providing a broader platform for entrepreneurship, creating new employment opportunities for the youth and establishing Haryana as one of India’s leading manufacturing and export hubs. The resolve of ‘Employment through Self-Reliant Enterprises, Growth through Exports’ is set to become the cornerstone of Haryana’s next phase of economic development via this policy.
