LTO extends validity of licenses, vehicle registrations anew
CEBU CITY, Philippines — The Land Transportation Office (LTO) on Friday announced its extension of the validity of motor vehicle registrations, driver’s licenses, conductor’s licenses, student permits, and medical certificates that expired starting July 1, allowing motorists and license holders to renew their documents without penalties until further notice.
The extension, contained in Memorandum Circular No. MVL-2026-5271, comes after a series of issues affecting the agency’s Land Transportation Management System (LTMS), which disrupted the processing of transactions nationwide.
In a public advisory issued Friday, the LTO said the measure aims to ensure uninterrupted public service while giving clients enough time to complete their transactions once the system stabilizes.
Under the memorandum, the extension covers
- motor vehicle registrations;
- driver’s licenses;
- conductor’s licenses;
- student permits; and
- medical certificates
provided these documents expired on or after July 1, 2026.
The agency said the extension will remain in effect until further notice.
No penalties, late fees
The LTO also assured motorists and license holders that it will not impose late renewal fees, surcharges, or penalties on documents covered by the memorandum while the extension remains effective.
The agency urged the public to monitor its official announcements for updates on the LTMS and the resumption of normal processing schedules.
Second extension
The July 31 advisory supersedes an earlier announcement that granted a three-month extension for driver’s licenses and other LTO-issued documents expiring in April or later.
At the time, LTO Chief Assistant Secretary Markus Lacanilao said the extension followed a directive from President Ferdinand Marcos Jr. after the declaration of a state of national energy emergency.
He said the measure sought to ease the financial burden on motorists amid rising fuel prices and the increasing cost of basic commodities while giving them additional time to renew their documents without incurring penalties.
The latest memorandum broadens the coverage by specifically extending the validity of documents expiring from July 1 onward and ties the relief measure to the continuing technical issues affecting the LTMS.
The LTO advised motorists to complete their renewals once normal system operations resume despite the extension to avoid congestion when regular processing fully returns.
