CALAPAN CITY, Oriental Mindoro — Human rights group Karapatan in Southern Tagalog said that its humanitarian team located activist Binay Serrano at the San Jose District Jail in Occidental Mindoro following his July 30 arrest in Laguna over a murder charge.
