BAGUIO CITY — Classes were suspended in the summer capital and parts of the Cordillera Administrative Region on Monday as Tropical Depression Luis dumped heavy rains and blew strong, gusty winds over Luzon. PAGASA raised Tropical Cyclone Wind Signal No. 1 over the eastern and southern portions of Apayao, eastern Kalinga, eastern Mountain Province and eastern Ifugao.
