MANILA, Philippines — Manila Water Non-East Zone operating unit Clark Water continues to strengthen its water supply system through the implementation of a comprehensive El Niño Mitigation Plan, reinforcing its commitment to water security and reliable service delivery for customers across the Clark Freeport Zone amid the challenges posed by prolonged dry weather conditions.
As climate variability and drought events increasingly impact water resource management, Clark Water has adopted a multi-faceted strategy focused on source sustainability, infrastructure development, operational readiness, and system resilience to ensure the continuous availability of water supply.
The El Niño Mitigation Plan fortifies Clark Water’s ability to manage limited water resources, optimize supply distribution, and maintain stable service levels during extended dry periods.

As part of its water supply augmentation initiatives, Clark Water is currently rehabilitating ten (10) existing wells to optimize production capacity. The company is also undertaking the redrilling of two (2) old and abandoned deep wells, while simultaneously developing two (2) new production wells to diversify and expand available water sources.
Complementing these efforts is the construction of water treatment facilities that will support another two deep wells, further enhancing the reliability, sustainability, and quality of water supply delivered to customers.
The utility has also intensified its aquifer and deepwell monitoring program through daily performance assessments of operating wells and monthly monitoring of Static Water Levels (SWL) and Pumping Water Levels (PWL) to support the sustainable management of groundwater resources.
To further strengthen operational reliability, Clark Water maintains an ongoing replenishment program for critical spare parts and strictly implements preventive maintenance activities across its facilities and equipment. These measures help minimize unplanned service interruptions and improve overall system performance.

Through these initiatives, Clark Water aims to help customers benefit from enhanced water security and reduced risk of service disruptions.

Clark Water likewise continues to implement robust Non-Revenue Water (NRW) management programs, maintaining an average NRW level of only 6% during the first half of 2026. Key measures include proactive leak detection and rapid leak repair, optimized pressure and supply management, recalibration of tank rule curves and discharge settings, implementation of customer meter replacement programs, and the establishment of District Metered Areas (DMAs) to accurately identify, monitor, and address high-NRW zones.
Through these efforts, Clark Water continues to enhance system performance, reduce water losses, and ensure a more reliable and sustainable water supply for its customers.
Beyond infrastructure and operational initiatives, Clark Water remains committed to environmental sustainability and watershed protection.

In partnership with the Clark Development Corp. (CDC), the company has actively supported watershed rehabilitation through tree-planting activities. Since 2014, Clark Water has successfully reforested a total of 10 hectares and planted 8,330 trees, contributing to biodiversity conservation and the protection of vital watershed resources that support long-term water sustainability.
