The first blast at the nursery on Bos en Lommerweg happened at around 4am on Saturday morning. The second went off at roughly the same time on Wednesday morning. Nobody was hurt and damage was limited in both cases, broadcaster NOS reported.
Officers detained the two suspects nearby shortly after the second explosion. They are being held under full restrictions, meaning they may only have contact with their lawyers and their parents.
Police said all scenarios are being examined, including whether the two incidents are connected. No motive has been established, broadcaster AT5 reported.
A nursery worker said staff had been badly shaken but that it would stay open as normal.
