The ombudsman reported this on Telegram, according to Ukrinform.

Lubinets said that during a monitoring visit to the Berehove Territorial Recruitment and Social Support Center, his representative in Zakarpattia, Andrii Kryuchkov, had documented widespread violations. He claimed that hundreds of conscription-age men from across Ukraine had effectively found themselves in the position of hostages because they were allegedly being unlawfully detained despite having valid deferments and were not being allowed to leave the recruitment center. He added that their legal guarantees had allegedly been canceled without any grounds.

According to Lubinets, people with valid documents were prevented from leaving the recruitment center. He also alleged widespread falsification of data, saying that deferments had been canceled and, in some cases, had been canceled without meetings of the relevant commissions or the preparation of official minutes. He claimed that knowingly false information had then been entered into the state information system.

Lubinets also alleged that officials had fabricated reports that were subsequently used as a "basis" for depriving citizens of their rights.

In addition, the ombudsman highlighted inadequate living conditions, including unsanitary toilets at the assembly point, a shortage of drinking water, a lack of underwear, blankets and hygiene products, and the availability of only a summer shower.

Lubinets argued that the lack of systematic oversight had created conditions for such abuses.

According to him, the violations were systematic. During July alone, his representative Andrii Kryuchkov allegedly secured the release of 11 people who had been unlawfully detained at the recruitment center, while another two citizens were released immediately during the monitoring visit.

Lubinets said that these actions showed clear indications of crimes under Articles 146 (unlawful deprivation of liberty), 362 (unauthorized actions involving information), 366 (official forgery), and 426-1 (abuse of authority) of the Criminal Code of Ukraine. He added that he had already sent the relevant materials to the Specialized Prosecutor's Office in the Defense Sector of the Western Region so that the information could be entered into the Unified Register of Pretrial Investigations and investigated.

As reported, on August 7, a 46-year-old man who had been brought to a Territorial Recruitment and Social Support Center in Zhytomyr region for a military medical examination lost consciousness on the premises. He later died in an ambulance.

Prosecutor General Ruslan Kravchenko said that a large-scale scheme involving the illegal removal of conscription-age men from military registration had been uncovered in Zakarpattia. According to him, more than 1,500 men had been illegally removed from military registration at the Mukachevo Territorial Recruitment and Social Support Center, and attempts had been made to destroy the relevant documents.
