Federal prosecutors have given Brazil’s environment agency five days to justify three more Petrobras wells at the mouth of the Amazon. The request went out on 17 August.
What the prosecutors are asking
The Federal Public Ministry, the MPF, sent Ibama a formal request on 17 August. It gave the agency five days to produce information, justifications and documents.
The prosecutors argue that authorising new drilling by simple permit or licence amendment could break environmental rules. It would also skip over cumulative impacts.
The request came through the prosecutor’s office in Pará. Individual prosecutors have not been named.
What is actually licensed at the Foz do Amazonas
Ibama says the licensing file for block FZA-M-59 anticipates four wells: one main well and three contingent ones.
The operating licence issued in October 2025 covers the main well, Morpho. The other three depend on further information and analysis.
Petrobras has confirmed it filed a request to license the three additional wells.
Contingent wells are drilled only if the first one justifies them. That is the argument the licence turns on.
What Petrobras found, and what it did not
Petrobras said it identified hydrocarbons at the Morpho well, formally 1-BRSA-1405-APS, in block FZA-M-59 off the Amapá coast.
The well sits about 175 kilometres from shore in 2,886 metres of water. The finding rests on wireline logs and rock samples.
The company was explicit that this does not establish the size of any accumulation or whether it is commercially viable. No commercial discovery has been declared.
Its chief executive said drilling should finish before any volume can be assessed. Petrobras has said it needs a further 15 to 20 days to complete the well.
Wireline logs and rock samples show what is down there. They do not show how much of it there is.
Why the mouth of the Amazon is contested
The Foz do Amazonas basin sits where the Amazon meets the Atlantic, near reef systems and mangrove coastline. Licensing there took years and was fought at every stage.
The October 2025 licence was the first to authorise drilling. Extending it to three more wells is the argument now.
The Foz do Amazonas is also close to the maritime border with French Guiana, where similar geology has been drilled.
What Ibama and Petrobras say
Ibama said it will assess the MPF recommendation once received and answer within the deadline.
Petrobras has confirmed the licensing request and said other wells are planned as part of the wider exploration effort.
Neither side has set out a timetable. The five-day clock is the only date on the table.
A note on the numbers circulating
Figures have appeared suggesting the find could lift Petrobras reserves by more than half, and that production is about seven years away.
Neither is attributable to Petrobras, to a bank or to a ministry in anything we could verify. Until the well is finished, the company itself says the size is unknown.
