The United States conducted 178 orbital launches and re-entries last year, but the White House now wants at least a thousand a year by 2030.
President Donald Trump signed a memorandum on Thursday directing federal agencies to clear the path to that number, largely by getting out of the way.
It instructs them to speed up permitting and environmental review, to co-develop launch infrastructure with private operators, and to make sure enough radio spectrum is allocated to handle the traffic.
The arithmetic is the interesting part, as going from 178 to 1,000 in four years means roughly three launches a day, every day, from a national infrastructure that currently manages about one every other day.
Environmental review is the binding constraint that the memo goes after most directly. Launch sites sit on coastlines and near protected habitats, and each significant increase in cadence has historically required a fresh assessment, which is the process the administration wants compressed.
Spectrum is the less obvious inclusion and possibly the more consequential one. Every launch needs telemetry and range-safety frequencies, and at a thousand a year, the allocation stops being a formality and becomes a scheduling problem.
There is no serious question about which company benefits most. SpaceX accounts for the large majority of American launches, has spent more than $15bn on Starship, and has been explicit that its goal is to make rocketry resemble an airline schedule rather than a series of events.
That ambition has not been going smoothly. The most recent Starship V3 flight ended with the booster exploding, three weeks before the company’s planned public listing, which is a reminder that regulatory throughput is not the only variable in launch cadence.
The memo does not appear to address the physical bottleneck. Pads, propellant infrastructure, and range capacity are finite, and no amount of expedited paperwork adds a launch mount to Cape Canaveral.
Nor does the document, as reported, come with money attached. Directing agencies to co-develop infrastructure with the private sector is a policy instruction rather than an appropriation, and the agencies concerned will have to fund it from existing budgets or from the operators themselves.
The commercial case for the target rests on constellations. Starlink alone has driven much of the growth in launch demand, and its economics have been getting harder rather than easier as replacement cycles for ageing satellites eat into the returns.
None of this is unprecedented as an ambition. The 178 figure is already roughly six times the American launch rate of 2013, so the trend the memo wants to accelerate is one that reusable boosters have been producing without much help from Washington.
What a policy target does supply is cover for agencies that would otherwise be cautious. A regulator asked to justify a delay against a stated presidential objective of a thousand launches a year is in a different position from one applying a rule in isolation.
Environmental groups have objected to previous cadence increases at Starbase and Cape Canaveral, and nothing in the memorandum removes their standing to challenge specific approvals in court. The White House has not published a timetable for the reviews it wants expedited.
The re-entry half of the target deserves more attention than it gets. A thousand launches and re-entries a year mean a thousand controlled descents through civil airspace, each of which closes corridors and reroutes commercial aircraft.
Air traffic control has already been absorbing that cost quietly, and it is the part of the system with the least slack in it. Nothing in the memorandum suggests where the additional capacity comes from.
Whether a thousand is achievable is a separate question from whether it is a useful number to name. It is the sort of target that reshapes how agencies behave long before anyone checks whether it was met.
