The Greater Bengaluru Authority (GBA) has directed SNN Raj Etternia to prepare an action plan for demolishing the 18-storey wing of an apartment complex in south Bengaluru’s Harlur built by them and obtain final approval.

The building had recently developed a tilt, prompting the developer to seek demolition permission from the GBA.

K.N. Ramesh, Commissioner of the Bengaluru South Corporation, clarified that the authority had conveyed to the builder that it had approved the demolition, but before taking up the exercise, the builder must submit a plan detailing the approach to be used for the demolition.

“They also need to obtain no-objection certificates from the pollution control board, RERA, and the Fire Department. This is necessary because there are other apartment complexes nearby whose safety has to be ensured,” he said.

The demolition plan will then be reviewed by the corporation after seeking the opinion of an expert in the field.

The GBA had already issued OC for the tower. Now, Mr. Ramesh said that the OC has been revoked only for the wing that developed the tilt. He explained that the plan was approved by the Bangalore Development Authority (BDA) in April 2018, and the other towers were subsequently constructed and obtained OCs at different stages. Therefore, only the OC for the affected wing has been revoked.

Meanwhile, Mr. Ramesh said that the GBA has issued a show-cause notice to the structural engineer empanelled by the authority to issue Structural Stability Certificates (SSCs), which form the basis for issuing the Occupancy Certificate (OC).

K.R. Ramesh, a property consultant in the city, explained that while the empanelled engineer is legally held accountable, it must also be noted that the GBA had empanelled the engineer after assessing their work.

Another GBA official explained that the developer usually conducts soil testing, technical analysis, and other assessments through third parties, and the results are submitted to the empanelled structural engineers.

“Based on those test results and their inspections, the engineers issue the SSC with their approval. Corporations rely on the certificate to issue the OC,” he explained. In this case, the civic body suspects a potential lapse on the part of the structural designer of the wing.
