CAGAYAN DE ORO CITY — Former Bayan Muna Representative and Makabayan leader Carlos Isagani Zarate challenged President Ferdinand Marcos Jr. to officially certify as urgent the repeal of electricity systems loss charges and their corresponding Value-Added Tax (VAT).
