According to Ukrinform, Head of the Office of the President of Ukraine Kyrylo Budanov said this to journalists during a meeting of the heads of Ukraine's foreign diplomatic missions.

"Now I see that they [the Russians] believe they can achieve their goal through military means. This is a mistaken assumption, and all these years have proved it. The war is essentially at a deadlock for them," Budanov said.

He added that there are certain combat operations on the front line, "with advances and without advances." But strategically, according to Budanov, the war has long been at a deadlock.

Commenting on a recent statement by U.S. Secretary of State Marco Rubio that Washington intends to step up efforts toward a peaceful settlement in Ukraine, Budanov said: "They will try to determine how feasible it is to continue peace talks right now."

On July 29, President Volodymyr Zelensky said that U.S. President Donald Trump's representatives Steve Witkoff and Jared Kushner could visit Kyiv within the next two weeks.

Budanov, who was part of the Ukrainian delegation during its visit to the United States, said that the parties had agreed at talks at the White House to intensify the negotiation process at all levels.
