The Andhra Pradesh Cabinet, chaired by Chief Minister N. Chandrababu Naidu, on Thursday approved a series of major policy initiatives and development projects covering urban infrastructure, industry, education, energy, land administration, and public-private partnership initiatives.

Briefing media persons later, Information and Public Relations Minister Kolusu Parthasarathy said the Cabinet had approved several measures to accelerate economic growth, improve infrastructure, attract investment, and strengthen governance.

Among the key decisions was the approval of the draft Andhra Pradesh Public-Private Partnership (PPP) Policy-2026, which seeks to attract private investment in transport, logistics, ports, airports, healthcare, education, renewable energy, tourism, and urban infrastructure. The government has earmarked ₹1,500 crore under the Viability Gap Funding (VGF) scheme and proposed a bridge fund to support long-term projects.

The Cabinet also approved the draft Andhra Pradesh Omnibus Ease of Doing Business Act, 2026, aimed at simplifying regulations, easing approval procedures, and creating a more investor-friendly industrial ecosystem. The Cabinet approved the withdrawal of the Andhra Pradesh Disha Bill, 2019, “after the Centre advised” the State to reconsider the legislation in view of the implementation of the Bharatiya Nyaya Sanhita and Bharatiya Nagarik Suraksha Sanhita,” he said.

In a significant decision concerning the capital city, the government approved fresh tenders for the proposed Amaravati Eye project under the public-private partnership model. It also endorsed land allocation proposals, compensation packages, and the construction of twin office towers in the Amaravati Quantum Valley Tech Park, he said.

The Minister said that the Cabinet approved the reorganisation of urban development authorities in line with the newly created districts and cleared the Andhra Pradesh Pedestrian Safety and Universal Accessibility Policy-2026. The policy envisages scientific road safety audits, encroachment-free footpaths, surveillance systems, improved street infrastructure, and stricter accountability measures.

Power subsidy

The Cabinet extended the electricity tariff subsidy of ₹1.50 per unit for aquaculture farms, effective from June 1, 2026, a move expected to benefit farmers by nearly ₹1,150 crore.

Mr. Parthasarathy said that another important decision related to the redevelopment of the Velampeta slum area in Visakhapatnam under the Visakhapatnam Economic Region (VER) initiative. The project will provide housing for 177 economically weaker section (EWS) families through a public-private partnership model.

DEO posts to be increased

In the education sector, the Cabinet approved the establishment of 15 additional District Education Officer (DEO) posts and decided to fill 50% of the positions through direct recruitment under the Group-I notification. The government also approved amendments to facilitate the establishment of RVS University and Pragati University under the Andhra Pradesh Private Universities Act.

To improve connectivity to Amaravati, the Cabinet approved land pooling for the proposed Errupalem-Namburu broad gauge railway line and the Inner Ring Road project, for which farmers reportedly voluntarily agreed to provide land under the Land Pooling Scheme.

The Cabinet further approved ₹210.06 crore for the development of bathing ghats and related infrastructure ahead of the Godavari Pushkaralu in 2027 and sanctioned ₹600.48 crore for the completion of pending works under the second phase of the Handri-Neeva Sujala Sravanthi project.

Other decisions included the allocation of land for solar power projects, industrial development, water supply infrastructure, mobile telecommunications facilities, and district offices of the Telugu Desam Party (TDP) in several districts.
