MANILA, Philippines — Several roads in Metro Manila were flooded Monday morning, Aug. 17 due to rains brought by the southwest monsoon or habagat, according to the Metropolitan Manila Development Authority. As of 7:50 a.m., the MMDA reported varying flood depths in parts of Pasay, Taguig, Mandaluyong, Makati and Manila.
