The SBU said this in a statement seen by Ukrinform.
The investigation found that the suspect is a 27-year-old woman from the Zhytomyr region who came to the attention of Russian intelligence officers through Telegram channels advertising job opportunities.
After being recruited, the woman traveled to Izmail, rented an apartment and received instructions from Russian intelligence services on how to make three improvised explosive devices (IEDs).
For remote activation, she equipped each device with mobile phones and electric detonators and packed them with metal nuts to increase their destructive effect.
At the same time, the suspect conducted reconnaissance near defense agencies in the city and photographed and filmed vehicles belonging to Ukraine's Defense Forces parked nearby.
Using this information, the invaders could plan potential terrorist attacks and special information operations.

Law enforcement officers detained the agent after she prepared an IED concealed in a bag and was waiting for instructions from her handler on where to plant the bomb.
During a search, officers seized mobile phones, two completed explosive devices and components for making IEDs.
Investigators notified the suspect that she was under suspicion under Part 1 of Article 14 and Part 2 of Article 258 of Ukraine's Criminal Code – preparation to commit a terrorist attack.
The suspect is being held in custody without the right to bail. She faces up to 12 years in prison with confiscation of property.
As reported, the SBU recently detained a Russian agent in Kropyvnytskyi who was preparing new missile and drone attacks on Ukraine's fuel and energy infrastructure.
