Philippines nears entry in Tokyo Convention on education

MANILA, Philippines — The Philippines moves closer to joining the Tokyo Convention on the recognition of higher education qualifications, Commission on Higher Education (CHED) Chairperson Shirley Agrupis said.

CHED said the proposed accession received positive reception during the Senate committee on foreign relations hearing on Aug. 20, with discussions highlighting its benefits for Filipino students and graduates.

“Accession to the convention can support greater student and academic mobility, further studies, recognition of partial studies, microcredentials and lifelong learning, while strengthening cooperation among higher education systems across the Asia-Pacific,” CHED said.

President Marcos signed the Instrument of Accession on Oct. 10, 2025.

CHED added that with Senate concurrence, the Philippines would become the first ASEAN country to become a State Party to the Tokyo Convention.

The commission said it continues to support the country’s accession as part of efforts to strengthen the international standing of Philippine higher education and create more opportunities for Filipino learners and graduates across borders.
